You could theoretically argue that any game that has a meta is a ‘strategy’ game, since by definition a meta is a collection of the best strategies for the game at a given time.

There used to be plenty of intuitive strategy games where if you just played them, the ideal unit/item/ability synergys would jump out at you if you weren't a tard.
Now it seems the only thing that matters is finding an obscure note in some sub menu about which effects stack. It isn't a matter of being creative or "thinking". You just have to sit down and spend 3 days of your life reading through stats and modifiers.
