Hard to tell yet. The conceit seems to be that "humans" have the ability to change fate, but so far, only (You) seem able to do anything to mess with the prophecy. And even then, unless you outright mod the game, you can't actually break it so far, only do things that look like they're preparing to try and break it. I half expect the weird route to not so much be "breaking the prophecy" as it is "the only other fully comprehensible reading of the prophecy".

Determination could change FATE in general in Undertale. My headcanon is that Gaster is limiting our Determination to fulfill his prophecy, mirroring Tenna making the original game a linear A to B journey.

I see it more like Gaster also is "foreign" to the Deltarune world. The Prophecy references "To save the WORLDS" not world, worlds, plural. Assumedly whatever shit is happening is so bad it threatens other universes/timelines, which I can only assume the guy blasted across spacetime would want to prevent. Hence "making a *new* future". I think it's less Gaster limiting our Determination, and more just our Determination struggling against the prophecy binding the Deltarune world. I think Gaster is betting on our Determination being able to win out and prevent whatever tragedy is gonna happen.

I think that's just Light and Dark World. In my view, Deltarune is just Gaster's fanfic world that he made while experimenting in Undertale. I think the entire game is just an "experiment" so we can achieve whatever desire Gaster wants from us.
