people who think all this high tech soulless stuff is better are usually NPCs, the same kind that think hyperrealism is instantly better than stylization, or that live action movies are an "upgrade" to cartoons or books or comics, as opposed to a different medium

Definitely best for RPGs, survival horror, and adventure games that are more about telling a story through the characters and the environment. Way different philosophy than third and first person view that tries to make you feel like you are the characters.

I've seen people complain when they can't control the camera in the couple of modern games that don't. I have to assume it's a case of people not being able to get something that isn't the standard.
Fixed cameras are superior for establishing atmosphere, and also make it easier to navigate a world (harder to get turned around).
People need to get off this idea that over the shoulder cameras are just better. If you're not making a shooter, they don't actually add much.

It's because a view like this makes the character look smaller, and allows them to be surrounded by the environment, trapped by it.
First and third person allows the safety of Behind The Character. The environment isn't completely swallowing them, behind them, visually, is nothing.
