Canada's population and distribution centers are all fairly close to the American border, with the furthest out a lot of material will have to go is Quebec and various islands.
This is ideal since Canada isn't buying a whole lot of shit anyways (population of Canada is the same as California but spread out over a country larger than America). Setting up facilities for receiving these products would ultimately cost more for everyone involved for a minimal, almost non-existent gain.
It's only an issue now for fairly obvious reasons.
