Imagine you are playing on a server with a bunch of guilds and one of those guilds have admin powers. thats what a private server is.
They will tell you it allows for faster bans of cheaters and a more nuance approach to issues on the server. For example on professional servers they will have guidelines on how to handle interactions, like if a player gets scammed using in mechanics like "if you give me an apple today ill give you a gold tomorrow" and one party doesnt follow through then the admins refuse to get involved. People think this is because they dont want admins to have to spend time resolving every issue but also it is just because its not really appropriate for an admin to be resolving "he said she said" type issues where they have to interpret what a player said or what they meant during an agreement. Also official rules are set up in a way so admins dont have to get involved and players can resolve issues themselves using game mechanics.
I have been on a private server before where guild members stole guild resources that i had farmed and used it for personal reasons and put it in their personal bank. It was a rule on the server that you were not allowed to "inside" a guild, meaning use your free access to steal, destroy, or kill, guild members while they are offline. They stole from me but i had no way to prove it, they kept my items on their character when they logged and i couldnt check unless i killed them, which was technically against the rules. So they got me on a technicality because thye could just deny they stole and i would never have any proof. So i waited for them to go offline then i said fuck it and killed them just to check if they did and i found my stuff so i basically deleted all their work for the past week and ate the ban.
