From what I've heard, no.
It's occasionally functional, but not well organized and basically spaghetti coding, so updating anything is a nightmare because the code is a mess.
But that's just what I've heard from people who code with them.

As someone who works with two Indian programmers, absolutely the fuck not. Prior to the AI boom they just fucking copy-pasted the first result on Google for 95% of the shit they were assigned (to the point that there were multiple times we found they didn't even change placeholder data), and now that they have ChatGPT they not only use it exclusively to do their job but have had the audacity to demand a raise on the grounds that they were now "experienced AI engineers".
Oh, and yes, they throw a shit fit whenever someone tells them their code is trash. I've often wondered what would happen if ChatGPT was blocked in our office - I have a feeling they would literally start fucking screaming.

i think generally speaking the russians dont really believe in making stuff because itll just get stolen by the state, stolen by the local mafia boss, stolen by your uncle or stolen by the CIA. so the only people making games are schizos. and thats why all their games are so buggy and fucked up despite being pretty unique and sometimes technically impressive
