You aren't. Sawyer with Avellone hate romance and hate writing it in first place, so they had their priorities right. Just like in first 2 games (with exception of shotgun wedding in FO2), your companions are your friends or acquaintances you meet along the way and nothing else.

Their existence in the game is similar to the cut Legion areas where the roads are supposedly safe. They're there so you can go "yeah, people have sex in this world" but they feel too detached from everything else outside the gomorrah. It's like that's the one place you have sex in and then when you go out you unzip your dick and put it in your pocket for later, when you decide to come back. In FO2 that raunchiness is part of the world.

I'm not american. I'd rather keep my murder hobo fantasies separate from my coom, but when it comes to worldbuilding on games like fallout you can't just imply it exists and then forget about it. It doesn't feel natural to the setting and only makes it worse.
VtMB is a good example of that, you have sex I think thrice in that game and one requires a female character, neither of those are in your face but throughout the entire game you get the feeling that vamp society has it's eroticism. It builds the world and enriches the setting but doesn't turn it into a WEG.

The writers are clearly against the legion personally. They just don't like them and prefer any of the other options for the mojave. Because of that, the other factions get more quests but they fell into the trap of making the Legion the great boogeyman of the mojave so they're the villains on all the other quests and that ends up making them extremely competent and powerful.

That's a good point here's what I think:
In a Democracy, you don't have to be the most competent at something to rise up the ranks. The machine works with or without you, you're expendable and you'll just be replaced by another guy, no matter if he's better or worse than you. That way you have average people like Hsu doing an average job and just keeping things slightly on or below par, unable to battle corruption, intelligence leaks etc. but still good enough to have a servicable camp.
Then you have useless people like the ones at Helios, managing something peripheral that could've become an asset in the right hands. They're not smart or competent enough to even hire the right people, but still, they're good enough to maintain the NCR's presence there and that's good enough for everyone.

They had to make game NCR-centered because of they had limited time and tech. Originally they planned to let you see Legion side and even have Ulysses as pro-Legion companion, but because of tech limitations (7th gen generally consoles sucked and ran out of steam by 2010) and time limits they had to cut lots of things out.

I prefer it this way. Not having so many things to do for the Legion makes them look hyper-competent in comparison tot he floundering NCR and the stalled Strip. If I had enough income to support my free time, then I would have coordinated a project mod to give players a taste of Arizona.

It would have been called The Kingman and dealt with a small faction of the Legion rising up against Caesar. The villain is given only a partial prophecy from the Sibyls of the Buck's Eye, who are a part of the Daughters of Hecate that attempt to subvert the Legion and covertly empower women. The full prophecy is denied to him because after The Kingman refused to listen to their cuntish utterances, they burned one book of their writings and offered the remainder to him again for a higher price, which convinced him they were worthwhile. In it, he reads a prophecy of doom and believes that Caesar must be consigned to death, and that the soldiers he holds dear will die bloody, pointless deaths. Both the NCR and the Legion are trying to send forces to his fortified city of Kingman, Arizona, because it controls the I-40 which connects Flagstaff to Las Vegas, as well as the direct route from Bakersfield to Flagstaff.
