I feel like NG4 will be pretty great. We're going to have a trinity of great Ninja Gaiden games this year, and Shinobi AoV on top of that.
NG4 look like it's going to be MGR/Transformers Devastation tier quality, maybe even a bit better, certainly higher production values.

Ragebound and NG4 aren't really appropriately comparable. I expect NG4 to turn out extremely good, ultimately fall just shy of 3RE while still having a lot of its own merits and settle into a second best of the 3D series position.
Should I play 1 from the master collection first or do I inmediately go for 2 remake? They are both on gamepass

I would say go with 1 first, but either one is just fine if 2B looks more interesting to you. The Master Collection is great in general though.

You should play 1 at least.
The sigma version of 1 is a great game.
NG4 might become a good action game, but it'll be bad Ninja Gaiden game.
It's kinda sad that Kamiya school of action replaced the Itagaki school of action.
