It's a CPU stress test video. Deliberately taking an overpowered card and forcing it to a low resolution is how you avoid a GPU bottleneck, i.e. force a CPU bottleneck.

Looks like CPU Benchmarks. So you use powerful hardware and run on modest settings to ensure the game is CPU bound so you can actually see the difference in power between the CPUs. Look at the bottom with the 9060XT. That’s what it looks like when the game is GPU bound, and that’s pretty useless for evaluating CPUs. This is also why it’s important to match appropriate CPUs and GPUs.

Nobody with any self-respect should ever play at 1080p unless they're very poor. It's a two decade old resolution, for god's sake.
As long as you're at 1440p or 2160p, your GPU will still matter more than the CPU.

Everything is consistent between the systems except the GPU and drivers. Since it's a completely CPU bound test, the only differences you see come down the the drivers.
