Modern cheats are hardware level. For example there's a board that goes into PCI slot and directly dumps the memory on a second computer that runs a cheat and connects to your main computer's periphery to provide overlays and inputs.

Well, yeah. Just like how a ban on murders doesn't completely eliminate murderers, it significantly REDUCES their number.
There's still a difference between someone just paying $10 to get a cheat and needing two computers and a DMA card. That instantly cuts the cheater population by 99.9%. Especially in games like Tarkov, where you can't make money off your cheats.
The harder and more expensive it is to cheat, the fewer cheaters there are. You won't get rid of them all, but the difference will be noticeable.
