That's not the fault of directx12 or Vulkan. You can make N64 looking game on those apis if you want to. Vulkan and dx12 is superior to previous APIs. The problem with modern rendering lies somewhere.

Back then games were for gamers made by game devs who actually loved games and played games themselves. Now they are made for scamming investors and fucking off with the money to nearest no tax zone. Why make a game and risk losing money when you can pocket most of the development money, hire some shitty jeets overseas instead of actually passionate and competent, hire some diversity hires to shove all the blame on, produce subpar game nobody wants to buy and when investors are shouting about losing money you either try to scam them with another project or just disappear somewhere nice?

I was replaying Arkham Knight last weekend and I was blown away by how good it looks even today, I think it beats a ton of games out visually.
