A lot of it comes down to fundamental game design. Cyberpunk has scenes and interactions and a city that feel beyond anything Bethesda could aspire to. Every time a character asks me to get in a car with them and we ride across the whole city to the next part of a mission together I still say to myself, "Wow. Bethesda could not do this." Cyberpunk is like GTA but with a lot of actual shit to do. For my money, GTA has always been carried by its personality, quality, and lack of competitors. But I don't really enjoy them because you're just kinda following the story missions or playing in the sandbox without any clear direction or incentives or progression beyond "buy more expensive car or new outfit." In Cyberpunk, there are loads of NCPD Scanner hustles, Gigs, Side Missions, and Cyberpsycho sightings to complete. Plus the main story and Phantom Liberty DLC.
And the XP and eddies you earn from those missions go toward your level, investing in Cyberware that grant abilities and boost stats, and taking perks from a skill tree that provide more abilities and stat boosts. The only places it falls short are in some of the clothing options and weapon design, but your mileage with those may vary depending on your taste in fashion and firearms, and there are a bunch of great weapon and clothing mods on Nexus you can mitigate that issue with on your own. Thanks to CDPR's benevolent attitude toward modding and having provided fans with good tools.
