While this may be true, Underworld Queen pretty much have to stay in the Ark so they can keep the criminal underworld in check. You've never seen them up on the surface save for last year's beach event with Sakura and Rosanna but that was because Mustang forced them for PR reasons.

Cafe Sweety on the other hand aren't really locked down in the Ark and can better serve the Commander on surface missions when he requires aid.
