In River's defense: River ended up being a wet paper because originally he was meant to be what Takemura ended up being. Not a corpo, but someone who saved you and spent time around you. They made Takemura last minute and basically gave him that role instead, which left River with nothing.
As to why they didn't make Takemura romance options for FemV instead of River while at it? Who knows. Perhaps they didn't think that most of female players would be that attracted to a Japanese man. Thinking that River would be more their thing. Which is ironic as River is more what homos would be attracted to over straight women when it comes to looks.

Judy was literally bisexual option originally. Most of that content is still in, just not implanted, but they decided to remove male option.
Kerry is literally canonically bisexual since his inception, but they made him raging homo instead. CPRD giving some flimsy excuse of how femV isn't his type of some shit like it. Not to mention how weird as an option he is in the first place considering his age.
I don't even want to go into River as he is non-character that feels most forgettable. There are literal NPCs in this game with more presence then him. You could completely remove him from this game and nothing of value would be lost.

The entire CP2077 can be summed up as just either go Panam or go home, as no other romance option is worth a single shit.

Incorrect as they are attracted to anything that gives them an option to play female + has romances. The issue with CP2077 is that romances for them are an absolute dogshit as majority of female crowd that played CP2077 wanted Johnny (who is basically selfcest) or Takemura. Some were even into that maelstrom in the starting mission. Instead they got fucking River. Which mostly left them with three options:

The funny thing about Johnny is that CDPR was against it, not only because it was selfcest, but because it was a real person (they even had mod taken down that modded romance option for Johnny), when Keanu Reeves had zero issues with any of that himself. He said that he didn't play the game, but as far as an option/mod to have sex with him went, he didn't mind it at all.
Takemura not being an option made no sense. I'm pretty sure I saw few people post that you kind of could trigger an event in which it implies he might've been down for it some other time.

No. Only Judy still does. Her lines for male V just aren't activated in the game itself, but she still has them in files.
They rewrote Kerry as raging homo, without even considering femV despite his creator stating (even after the game was out), that his character is a bisexual. CDPR then tried jumping in saying that Kerry wasn't made for femV because femV isn't his type. Basically the lamest excuse that you can think of.
River was also just coded for femV, never male one. I believe that they did consider Takemura at one point as there are some leftovers for him, but I guess they never implanted it fully because there was no time for it as he was added at very late stage of game's development.
