Dating Simulators are SIMULATORS. They have actual stats and time management and minigames and shit and usually have a number of genuine failure states that can result from poor planning.
Visual Novels are just computer-based Choose Your Own Adventure books. Sometimes they use stats for narrative convenience but it always just boils down to a largely linear CYOA narrative with defined end states.

Tokimeki Memorial is the absolute fucking king and has never been topped. The only translated version is the SNES port, which has less content (and no VA) but does have some exclusive stuff. Give it a shot. If you can read moonrunes then the PS1 port is better.
Dokyuusei isn't anywhere near as good but is still alright, though it leans closer to Visual Novel.

Outside of the Tokimeki SNES translation patch, not really. The reason why there's so much confusion over the term "Dating Sim" in the west is because we literally never got any Dating Sims when they were actually relevant.
