In the drow the laws are equally worthless to every stratum. In humans the law only applies to the lower and middle strata. Thus a drow can force his way out of the place in the social hierarchy he was born in through extreme cunning, whereas a human is promptly imprisoned/exiled/executed if he tries the same.
