Probably this is the reason.

You mean it doesn't actually remove it from your account? What happens if you try to buy the game again? I assume there's some kind of restore function as a backup just in case you get hacked and some malicious actor deletes all your games from your account to fuck you over.

you can just add it back unless like the game was free and then went paid that one happened to me before and i had to pay if i wanted to play again

it does what i want it to do. i dont want a category of hidden games in my library or the game in my account. i want the game gone. if i delete it and then valve puts it in their recycle bin where they can restore it then that's their time and space to waste.

Any games I decided I don't like I just put in a special "this game is shit" folder and then don't look at it. I don't see the point in trying to remove the actual license. You paid for it you might as well keep it on the extremely low chance the game gets updated to be good at one point.

You're supposed to refund for that, and yes "the game went on sale right after I bought it" is a valid reason they accept.
But anyway, can't you just buy the bundle and it automatically ignores the parts you own. I've seen many times a "bundle" with only one thing in it is cheaper than buying the thing itself, because it gets the sale discount and then a bundle discount on top.

They can't make it actually permanent because if phishers get into your account and start nuking everything, people would seethe.
The only way to ensure you don't have dog shit in your library is to never buy dog shit in the first place.
