Well, the best game he worked on is actually Dragon Quest VIII. But Chrono Trigger is right next to it. And mostly because of him and Horii.

The whole starting point with Chrono Trigger was Sakguchi wanted to make a Toriyama game. And Toriyama was given free reign to design the whole world. Horii and Kato then created a story around his concepts. So basically, Chrono Trigger is the most Toriyama game this side of a straight retelling of Dragon Ball, which many Dragon Ball games do.

And you're right. So many modern RPGs suck because they're 50 hours of filler dialogue and 30 of gameplay/character building. When they'd be a better game if it was just the 30 hours of gameplay/character building.
