How would you make a werewolf game?

It's an RPG and you're a human outside of combat. Wrath of the Righteous let you play as a werewolf, for example. I like BG3 more, so it's like Baldur's Gate 3 but you play as a Werewolf.

see how many villagers you can kill before getting taken down yourself, the people hunting you progressively escalate from dudes with pitchforks to werewolf hunters pulling out all the stops, explosives, fire spells, gatling guns with silver bullets, wolfsbane poison gas, anything that can kill a werewolf taken to a chaotic extreme

Would be a detective style 3d puzzle game, where you are invited to a small town to solve the multiple murders that are happening. To add replayability there would be multiple scenarios with different culprits, possible order of crimes and suspects while still retaining a high quality level of writing.

A stealth game where you need to go though levels both as a human and as a werewolf while avoiding cops, angry mobs and hunters.

The coolest aspect of the werewolf is not being a big furry biped wolf (though that is cool), its that the monster is hiding in plain sight.

Survival game where at night you have to transform and have to hunt in the forest, but during the day you can interact with human npcs.
