Delta Force already does this. It throws bots when it can't fill matchmaking. The bots get replaced with real players as the game progresses.

Its fine it works that way. But 2042 didn't and there'd be times where you'd be in a server that's only 20 v 20, leave that server and search again, and find a completely separate 20 v 20 for the same game mode.
They use bots as for their engagement based matchmaking, where you get thrown into a match with more bots depending on how shit you are

2042 did this and it fuckin sucked
the AI was shit and you could tell when other players were bots, and it'd fill a large % of the server population with bots before players would fill in
the end result is that when the server doesn't actually have that many players, you have to endure a significant amount of the round time having to deal with bad AI teammates/enemies until players eventually filled their spots and it'd be a significantly unfun time for a while
I remember thinking it wouldn't be that bad to have to deal with it when it happens, but then I went back to BF1 after and realized quickly that I'd much rather endure a very low population game where everyone was real people, than a filled game where I had to play with dumb AI for an extended time

I don't think that's true at all. HTML itself is designed for be scanned by software ("bot" or "AI") and devs can not prevent software scanning you server in command line, skipping all ads and tracking (You see the giant AD in the top of this page?). People now has adblocking in routers and your traffic are software ("bots") with no eyes for the ADs

Delta force ended up adding bots to the warzone mode and it made me quit. Playing with a bunch of bots and like 3 sweaty players is so fucking boring, just throw me in a match full of sweaty players and stop trying to force easy cheap dopamine rushes down my throat. I get 0 satisfaction from killing a bot.

This felt incredibly dogshit even back in BF1942 days, because the bots always followed preset lanes without any real emergent decision making and couldn't actually coordinate or play in a way that read the map state. So many of the gadgets in the modern game require specific context, that the bots just end up being assault rifle wielding cannon fodder.
