I still don't understand why they lock the characters behind gacha.

If I worked at Konami (alongside my uncle), I exploit the waifu aspects already present (facial expressions, comics, bond marriage, etc.) by making people want to dress up their wives. Make all characters available from the start so players will become attached to their favourite from the diverse roster, then exclusively run outfit campaigns (less time-consuming than designing new characters). During these campaigns, they could run a fashion magazine that would double as goodwill and advertisement.
