valve disabled them by default because of no fun faggots that get insulted by things not even directed to them (they tried with objectors too, that was stopped fortunately). so now you need to find a good community server that has 'em enabled AND has a community that uses them regularly.
outside of valve, its because companies want to take away free player expression like that and sell it back to you.
players can upload their own PNGs as sprays? nope, now the player can choose through a selection of pre approved sprays from the in game store! it earns the company money and perfectly curates player expression so they cant do anything that might insult someone.
same reason why others didnt try picking up being able to trade premium items from valve, because it makes them less money when players can pay someone that isnt the company for a cosmetic.
