How actually interested is Susie in Noelle? At times she seems flustered and caught off guard by her and the story seems to make a point of her thinking about Noelle, but a lot of the time she seems to barely even register Noelle as a friend and her many romantic advances are played off by the story as jokes. Yet, the story is building up suspense for the festival and it's more then obvious that Noelle sees fair activities like ferris wheel rides as idealized romantic dates. Despite this, Susie (and Kris, too) seemed upset judging by her sprites and tone when she was discussing ferris wheel rides with Noelle in Dess's room.
