Their main way of poaching creators is to harass and groom them into getting their names on these items so they can receive a chunk of the pay if they are picked for the game. They will upvote the items of those who are "in" to get them seen by Eric (TF2's contractor) around update time, and are known mass downvote those who have publicly spoken against them.
They use literal mob tactics and most people on the outside are none the wiser, and they want to keep it that way. I would not even be surprised if Eric got kickbacks considering that some creators get 6+ items added per update, and often times the same creators get picked over and over again.
