I love bots but not to fill the role of players in an open lobby.
Leave them to private servers, especially selected servers (noon servers mostly), and pve servers.
This way it just creates hate for bots (so sequels dropping bot entirely) and muddles the actual multiplayer experience.
I also believe that bots shouldn't try to emulate a multiplayer player unless it's a game like quake. I'd rather have bots have the behavior of soldiers and combatants, so actual use of cover, etc...

The solution to the cheater problem has existed since Battlefield 1942: active moderation. Privately rented / owned servers have admins that can deal with the cheaters and ideally official servers would have some staff that can respond promptly to report and deal with cheaters too. I don't care about kernel anti-cheat personally, I play plenty of other games that use it. But there are other solutions that make it unnecessary.

I never had a problem looking for servers that had just 1 or 2 player slots open. I don't think I ever sat in a queue for more than a minute which is fine because the average match was over half an hour long.
