Why are the greatest games always unfinished?

because you have fun imagining what is missing. what you conjure in your mind will always be more satisfying than whatever they end up executing. also, it can show a dev's vision that was too grand for budgetary and time constraints but still had enough competence to pull off something enjoyable. the intersection of these two points makes for experiences that will linger in your mind long after any of their contemporaries, even if their contemporaries are more "complete" experiences.

Bloodline was never supposed to be "finished" Troika made a business model out of releasing broken games. They haven't made a single game that worked out of the box.

I don't think Shenmue 1 or 2 are unfinished, Shenmue 3 on the other hand, you can feel the amount that was chopped off of that game, despite how much I enjoyed it as a massive fan.
