The Alliance was originally a Union of Nations where the leaders are equals among each other. Now they have a High King and the title is hereditary. So despite better options, like Velen, a literal child can become High King, because the Humans of Stormwind began to culturally dominate every other member.
And the Horde? Originally it was Orc business and their WarChief rules supreme. Other races may join, but they all need to take a knee before the WarChief. Now every single race gets to be WarChief, as if it's a rotational thing. Every race that joins the Horde has a say in it's politics and it's economy. May invent democracy and communism if this goes on!

The Alliance is now the Horde and the Horde is now the Alliance.
