it's the typical solution to animating armored/helmeted characters in vidya when it comes to avoiding insane clipping; a longer neck than usual
the issue is that koreans have longer necks (their torsos are elongated in general), and long, slender necks are a part of the beauty standard there so when they based the model rig off a bunch of korean models and then elongated the neck further we got these giraffes

the far bigger issue is the head pivot point is not where the spine actually is meaning during certain animations the neck/spine look very deformed and once you notice it you'll keep noticing it
