The bill would also have to pass the house which would require 219 out of 435 votes.
The house is much less "political" than the senate so expect more resistance there to any law like this. It's easier for someone principled to be a house member than a senator. Additionally it's basically an unconstitutional law, although the supreme court has given the go-ahead to states I don't think they'll let the federal government enact something like this.
