There was at least one from what I remember in Pandora Tomorrow and Blacklist had quite a few throughout the missions. On Perfectionist difficulty they could sniff you from like 30 meters away so you always had to prioritize them before the armed groups. Thankfully, they were a bit slower in BL and would do the aggro stance first, giving you time to neutralize them.

Because tweakers get them from their tweaker friends who never fix their dogs and become backyard breeders for extra weed and meth money. Pits are quite friendly and loving so people do form attachments with them, but like all terriers something random will make them snap and go into murder mode.
