In fairness to the modders and Generals lore, if a landship like the Overlord is feasible to build (heck, the Emperor Overlord from based General Ta Hun Kwai is fielded relatively with ease) plus the fact that GLA pushed the US into isolationism via scraps, shows that they (the GLA) can be capable of making 40K tracked monstrosities. Also, my favorite GLA units per mod:
