Culture, Japan was more hardcore into videogames around 199* era. That’s why some Mario games were less punishing and one literally not coming out in the USA because of that

I remember reading that in the earlier resident evil games they actually made them harder in the US version to make it so that people couldn't complete the game if they rented it so instead they had to buy it

dark souls had to cut the souls it gave you in half in the us version post 1.0
japanese strategy games had to introduce difficulty modes and easy was too hard for the japanese customers and hard was too easy for the american customers they were both for too easy for both the japanese and american gamers

I always choose medium/normal because that's what the game is balanced around.
If you choose Hard you're gonna end up with balancing problems and tedium multipliers that ruin gameplay experience.

god of war ps2 games are balanced around the hardest mode that is unlocked after beating the game, needs you to be adept at using everything the game gives you tactically

Localizers make all sorts of changes because they think it's funny.
Normally they made them harder though because they were angry that people were renting games instead of buying them. It was basically a "FUCK YOU" to every single consumer in the west.

It took me fucking forever to beat the original RE1 as a kid. Think I was 10 or so. I must have died a hundred times on my first playthrough I swear to God I still remember how stingy that game was with resources.

working designs was a publisher that would bring japanese games, mostly segas weeb games, to the west, giving them a serviceable localization and up the difficulty to make it not be a cakewalk and bore you to death.
nearly every game published by them has had the difficulty modded back to the original japanese version's cause weebs cant handle the difficulty and claim "this is a chill game to relax to while playing with cute waifus"
