They do. But people can still end up clicking on those links before that happens. Catbox prompts a download right away and doesn't show you file info or a preview, and it doesn't run an anti-virus scan on all the files uploaded to it. Other than the file extension and filesize in the download prompt, most users aren't going to know what they're getting into. Filenames are also randomized so that's extra scary to people.

It's not a community ban.
It's an account lock because of suspicious activity possibly indicating account theft by phishing or malware.
It's because of the catbox links - since catbox isn't just an image host but is a general purpose file host. Steam had to resort to blocking ALL general purpose file hosts, as there's been a long and unrelenting strand of attempts of tricking people into downloading malware through them. Often by using stolen accounts as proxies posting messages into the forums, or into friendlist chats.
