Thing is, Baiken is missing an arm because the dev thought a one armed swordsman is a cool concept for a character in his fighting game, and she's a girl because he thought having a girl doing all the most typical samurai tropes (right down to the swaggy walk she got later on in the series) would be cool and sexy, thus more interesting than a guy doing that, which would be just another samurai in a fighting game. And she's got big boobs because that's sexy.

The other one is missing an arm so that the devs can point to her in corporate meetings and statistics and say look, an amputee, this ticks a diversity box and ups our percentage of such and such category to report to shareholders, and also she is black which ticks another box, and she is entirely defeminized as per our previous memos based on feedback from our consulting groups.

Actual longtime GGfag here, when that anon says "gutted" he doesn't mean that she sucks now, tier-wise she's actually around the same high level as she was in Xrd (she's never going to hit those XX heights again where she was the 2nd or 3rd best character in the game), it's more that she's one of those characters like Testament that got a pretty significant overhaul to how she plays. So instead of her being more focused on her Azami (parry) or Suzuran (command dash) with various follow-ups that could lead to some very interesting combos or setups at different ranges, you now just tether Baiken to an opponent so they can't run and go to town on them with a strike-throw mix assault (unless it's Potemkin, tethering to him is suicide). So now she has a smaller moveset and a more streamlined gameplan, but what she does have is still good and you can be very effective with her.
