Oh wait, now you are actually asking who ruined the genre. Madoka obviously, she is the mahoushojo equivalent of DDLC, something that doesn't engage with the genre earnestly just wants to be meta. Not exactly what I would consider trying to mess with the whole genre formula.
Sailor Moon spawned a subgenre with magical girl squads fighting villains, the biggest MG franchise nowadays is still doing that right now.
Madoka spawned more subversions, generally not aimed at fans of the genre, they still get made from time to time, like there was a lewd one that came out one or two years ago.
Sakura just exists and it's a nice MG show that everyone should watch right fucking now, if you haven't already. Clear Card S2 literally when?

I actually heard similar criticism when Gushing over magical girls dropped. I started watching Precure to get an authentic experience and now try to at least earnestly engage with the magical girl genre. Cure Black and White are so cool and those shows shouldn't be overlooked without subverting the genre imo.

Before Sailor Moon this was the norm, it was Sailor Moon that popularized the transformation sequences because it was animated by Toei who did all those transforming hero shows. Before that the main one was Cutie Honey, which was done by Go Nagai who also worked on transforming hero shows for guys. If anything CCS was a course-correction after Sailor Moon.

Speaking of which, I didn't mind the grimdark part as much as the meta. You can have all the dead magical girls you want (and it was done before anyway) but you can do that in a genuine MG plot that just happens to feature darker moments. Much like you can do a darker romance VN without going all the way into DDLC.

Sailor Moon would be peak if it was just the other four guardians and Usagi herself was a background character, but it made the mistake of making the protagonist the worst character in her own manga/anime.
And then made the other big mistake of introducing an annoying poochie that was even worse.

It might've caused a wave of saturation from people just trying to copy Madoka, but in the end, not only did we get some strong shows with their own identity (like Yuki Yuna), there are still plenty of more traditional magical girl series out there too
