Sure you can give up your entire music playlist (spotify will delete your account if you don't give ID). Give up on many multiplayer games you play few friends you have, give up tutorials and guides on youtube and reddit, give up visiting most of small websites cause they simply can not afford to handle ID verification. But what will you do when more important services require it like shopping or anything job related? Will you just stop ordering stuff online? Will you quit your job and become homeless? Where there is a chance that in the future, people who refuse to give out IDs are prosecuted just for that. Think about it, the gamers are the demographic most at risk from these measures due to their natural rebellious behaviour.
First they link all your accounts to your ID, so that any action you make online can be traced back to you. Then any 'wrongthink' you do will be added to your dossier. You probably don't even need to misbehave for it, little shots misreporting you because you hurt their feelings will be enough. The issue in pirating right now is that there aren't a lot of people into disassembly. So you won't be playing a lot of the newer AAA games. The issue is that phones don't (currently) have the required hardware to do zero-knowledge-proofs. The government is going to give you a token that says you're 18+, but it knows what the token looks like.
