The original didn't have a way to run away from random encounters unless you used an escape chip and OSS has a minimap that's very helpful because the internet in BN1 has only one visual design and it's easy to get lost on it. Aside from that there's some QoL that makes the experience smoother.

6 goes that low because the story and new characters suck, also new battle sprites, why. However it has the best battle system after 6 games so it's still not bad.
Even 4 has some redeeming qualities, the story is nonsense and the new overworld sprites are lower quality, but it's the only game where you fight the actual generic overworld navis in battle, and that's soulful. 5 and 6 did the soul/cross system better but it was still fun.
I think 2 and 3 are on par with eachother for good story moments but 3 beats out 2 with way better deck building and postgame. 5 is the best combo of gameplay, folder building, good scenarios, cast is all together, and the story is the best of the "part 2" trilogy imo.
3 is just peak battle network, goated anime tier ending, goated meaty postgame, 3 is just the game.

Legacy Collection has some bugfixes, though I don't think any bug it fixed were gamebreaking. Legacy Collection also gives burgers access to jap-only content like 6's Boktai scenario, lots of event chips, and Patch Cards. Patch Cards specifically add a ton of extra customizability to Megaman, though they're overpowered to all hell. Most of these additions are specifically for 4-6, but 2 and 3 do still get event chips to play with.
On the other hand, 6's Beast Link Gate feature is completely removed with no replacement.

If you want to emulate instead for the portability, you can grab the WiiU VC patches for these changes excluding the Patch Cards. You can still use Patch Cards, but it requires you to be playing on a computer since you have to mess around with memory and shit, so you might as well just play Legacy Collection at that point. 6 has a translation patch so you don't miss out on the jap-only stuff like said Boktai scenario.

I don't get the appeal of StarForce combat. BN's 3x3 feels so superior (also way better sprite art over crusty DS models).

People say SF had complexity but I never got into it. Overall the game felt much easier than any BN game. SF3 added some noise system I never fully understood. Seemed like a slightly more confusing way of transforming yet not as cool as BN's double soul.

Talking about SF3 here but you can select up to 6 cards per turn, the balance comes from megas and gigas being bigger so they can't be picked with too many cards in one turn but you can still use the darkened cards for other purposes (area eater, atk+, set grass, invis, etc). Counter hits also can give you more cards so you aren't that limited.
The approach might be different but there's still a lot that can vary per turn.

Kinda both, most BN playable characters have just been megaman with a different buster and some kind of chip type buff, but some of them have a little more going on
It's like how in fighting games, some characters will have an extra meter or something that gives them different goals during a fight, or like in Binding of Isaac where a lot of the later characters have wacky bullshit like psuedo co-op gameplay or a crafting mechanic that gives them a completely different moment to moment experience
