Different bows have different draw weights. What OP is referring to are welsh longbows which have notoriously heavy draw strings that its archers have developed dislocated shoulders and arms. Hunting bows and the like are much much lighter and the average citizen can use them.

In dnd 3.5e and Pathfinder composite bow damage scaled with strength, which I always thought was pretty neat. Made zero sense to call the class of big bad war bows composite bows, though.

There is no historical army that fielded 200 lbs bows. Not only would that drastically limit the number of men who could be archers, you don't even get much advantage for that increased draw weight past the 120 lbs or so that was the upper range of English longbows.
