fps games have stagnated in japan due to their hyperfixation on consoles and mobile games, only recently with the pandemic have PC centric games started to make headway

The Citadel games only exist in the way they are because the dev is that kind of one in a million weirdo who just happens to be Japanese but also likes obscure western old shooters like Marathon and Gunslinger. It's the sort of thing that can only exist in the indie and doujin sphere because the Japanese game industry doesn't have any reason to pursue this kind of game design. Unless it's like Valorant or Apex or something which were/are pretty popular in Japan for some reason.

Jap game industry is stagnant. They could never produce computer ludo or computer ludojank like the eastern/euroops or the americans did (it was always like this except from some artists like Osamu Sato) because gaming was seen as a toy. Meanwhile american industry stagnated in the 2000s and never recovered. It's all a product of capitalistic emmergence of this new industry and the homogenization of it and it's systems. Thus only indie games can experiment but they can never achieve what had been done before because they're often made by alternatives that lack inspiration, cultural appreciation or just plain creativity. Only the schizoautists can save us, like it happens always in situations like this.

Did this sell well in Japan in the first place? Japanese entertainment in general is stagnant and steadfast in sticking to what works, both devs and gamers are reluctant to try things that are different from the stuff that worked for them for many decades. Devs also prefer to create stuff for the home market, some even get pissed off when their works become successful abroad but fail in Japan, which obviously limits their creativity.
