I think you have it backwards. Sephiroth has been an iconic villain since Seven came out, and being a launch title for the new generation of console, was a lot of people's introduction to the series.
Eight had a lot of excitement leading up to its launch since it looked really good. Not just the opening cutscene with Squall and Seifer, but they also shipped a demo on one of those demo discs where you got to summon Leviathan, and man it looked great.
