By what metric? It has zero depth, it completely neuters any RPG elements from previous installments, the writing is inconsistent, contradictory and kindergarten-tier, you listen to the same 3 voice actors across thousands of copy paste NPC's, the player gets special treatment and YOU are the centere of attention instead of having an organic world that does its thing regardless of a player character, you make no decisions and your actions don't have consequences, you can join all factions without any restrictions, there's no real growth of character, within 30 minutes you're a grandmaster of some fucking guild you joined on a whim when you scoured some dungeon with match 3 puzzles
and they build "dragons" to be these formidable creatures that wreak havoc and are capable of ending the world as we speak, but you kill one in the first 10 minutes of the game like it's nothing, straight out of a fucking death sentence to killing these ancient monsters that can raze entire cities, with an iron fucking sword, without having any dragon powers or knowledge absorbed prior.
Speaking of cities, your "biggest cities in Skyrim" house like 15 NPC's total, and the smaller "cities" seem like rinky-dink villages. It honestly feels like a practical joke.
the game is literally nothing but a theme-park, but all the rides are merry-go-arounds.
