i've actually thought about making a game like you are saying
imagine minecraft, but instead of having a giant static world, you repeatedly enter small slices of underground that you have a limited amount of time to extract resources from, like lethal company
the minecraft formula already has a lot of depth to mining
>spelunking
>strip mining
>fluid management
>monster management
>durability and consumable management
you would just crank up all those mechanics and add some "choose 1 of 3 upgrades" on top. or whatever other flavor of progression you like
