yes and no, it's not like they went into it wanting it to be the final game they made, they just thought it could be their last due to SEGA going to shit
also sonic advance was being developed for GBA during SA2's development so they knew they would be trying to pivot to making third party games by this point

I don't think so, even though yes the Dreamcast very well could've been the end of SEGA because of longstanding debt.
They would've found a way to utilize Sonic even if it meant selling him off to pay off debts.

"Intended", not exactly. It was the 10th Anniversary of Sonic, and Sega was about to lose the console wars.

It was intended to be the final first-party Sonic game, which meant it was the last game they made to appeal to Sega and Sonic fans. After that, they knew they would have to alter Sonic to appeal to newer audiences on Sony and especially Nintendo, which you can obviously see with the inconsistent clusterfuck of ideas that ended up being Heroes, Shadow, and 06.
