Not true, both Nintendo and Sega had a vetting process behind their seals. It didn't mean the game was good, it just meant you weren't getting an immediately broken, unplayable piece of shit, which happened a lot in the early days. Not to say it didn't happen on the NES and Genesis, but the illusion of quality control played a huge role in consumer confidence.
