why didn't Elminster just kill the mindflayers?

Why the FUCK would anyone ever try to even bother saving Orpheus? They could have made the emperor just a completely predictable fucking asshole who betrays you the moment he can, and he just doesn't. He sticks to his word and that's that. Whether he's the original emperor or not doesn't even matter, the guy is just hilariously cooperative if you are too.
