The "technology to draw and animate good-looking cartoons" was korean slave labor sweat shops where they could pay absurdly tiny amounts of money for extremely time consuming art tasks.
Global incomes have raised too much now so even if they set up a sweat shop in a cheap country it's still too expensive to use labor intensive methods these days, so they have to use cheaper methods.

Also at some point all of the companies making animation realized that westerners literally do not give a singular fuck about what a cartoon looks like. It's alright. I play it with a friend every now and then, but I wouldn't touch it solo. Unironically the Star Wars weapons were the best thing they ever did. It highlighted a lot of issues I had with base game gun mechanics. I'm also so fucking sick of high movement items. It ALWAYS ends in 2 scenarios. Either these faggots just run around the map for 20 goddamn minutes jumping and flying and sliding all over the fucking place and has absolutely dog shit aim and so dies instantly the second they either run out of items or get caught lacking, OR they just land on your head and 1 shot you with the shotgun. The only time I ever had fun with it was when they had the hoverboard and grenade launcher in the same season. Every other time it's the most cancerous fucking bullshit to ever grace gaming. For as many skins as they have, there's really only a handful that look good and trying to get those is nigh impossible when it's either special discontinued content or out of rotation for literal years. I'm not saying they need to go full coomer shit like gacha does, but at least try to make some decent waifus and skins worth getting. I'm also not going to buy a full battlepass for the 1 item that looks good. At the end of the day it has a lot more polish than most games that come out these days but every time I play it, it just makes me miss playing Halo back in the day.

I'll never under the appeal of a game that ripped off PUBG. Hence i will never play it. I have very rare exceptions for copy cats. Battle royale and extraction shooters usually aren't either of them.
