It's really up in the air. They seem to be wanting to do a """complete""" overhaul of the game, albeit mostly tackling more co-op QoL and changing how they're integrating the story. As far as hopes for quality goes, TTWL showed they could somewhat learn from the mistakes they did make with BL3, and there might be half a chance of that actually carrying over to the mainline release, as that wasn't a different studio on the other side of the world like TPS was

Borderlands never really depends on you having played the previous games, aside from TPS, kinda. Most of the pieces that get carried over to the next game are recontextualized or retconned in one way or another anyways, so there's nothing you really need from any of them. The most you get is any enjoyment you'd get from callbacks, but since this is Borderlands, the writing isn't something most people care about aside from when characters are killed off
No, whether you should care about Borderlands is if you want to play what is basically one of the only games in existence of this formula, as nothing else has the exact same mix of
>full 4-player co-op
>open-ended maps
>missions and sidequests that take you forward and back
>boss encounters with raid mechanics
>gear looting
>is a first person shooter
if you're looking for that sort of Shooter RPG, Borderlands is basically one of the only examples out there. Hell, even if you forget about the RPG angle, it's also just one of the only open-ended shooter games with missions that also has 4P co-op; Far Cry 5 and 6 get close, but then they are strictly 2P
