Disabling Secureboot disables several other security systems in the Windows kernel as well. Notably anything related to the kernel hypervisor, such as the core isolation security feature. And it's actually those that are adding the 3ms difference.

Also - it's 3 fucking milliseconds. Statistically irrelevant.
Humans have an inbuilt reaction delay of ~200ms between initial perception of anything popping up in our vision range, to our brains recognizing something has popped up, to being able to decide on a course of action (even purely reactionary on instinct), to our muscles actually responding.

Yes - it officially does.

Currently Windows 11 still functions if you install it with any of the known bypasses, but Microsoft is closing off the bypasses one by one; and has begun to issue warnings to end-users that use them, to revert to Windows 10 because they do not guarantee Windows 11 will continue working for them.

In other words: they're preparing for the moment where it will shift from a soft listed requirement into an actual hard requirement without which Windows 11 will refuse to boot.

Because that's what it is. The TPM tech has existed for decades now and has always been shunned as only hypothetically useful. And the secure boot only protects you if you're REALLY fucking with your pc and are a complete idiot. But nothing a quick reinstall wouldn't fix.
Everything those two things "protect you from" is fixed with just setting a password to your BIOS.
