First of all, the helmet likely just has holes in it for the antlers to poke out of, so it wouldn't need to be specially fitted to them. Not everything in Deltarune is going to play out the way it did in Undertale. Besides Flowey is on his own for most of the game, tried and failed to get Toriel's attention, and grew bitter because of that and other things. The knight is working with Kris who is working with Mayor holiday so it's safe to assume that the knight is also working with the mayor by the transitive property. That means that the knight has easy access to communications with the holiday household and would have the opportunity to console noelle if the knight was dess.
