All you have to do is hook player intrigue. Everyone’s checked out at the moment because there’s no attachment to Tural, the characters or the antagonist.
The way to create intrigue is through silence. You say as little as possible and rely more on cinematography to carry scenes. Instead of pushing a narrative, you pose little questions to the player.
After that, you need emotional attachment to the characters again. You need scenes like Sphene waking up, Alisae and Gaboo, Yshtola flirting with you.
It works. Content and raids are secondary to the attachment of the setting.
